Local considerations
For an Austin project, record the dwelling configuration and occupancy alongside the contractor’s proposed route. A mailing address does not establish jurisdiction, and a record number must correspond to the actual work.
The worksheet separates equipment scope from administrative responsibility, allowing the homeowner to ask who will close each unresolved item instead of treating a permit fee line as a complete handoff.

Austin's AB+C manual limits its residential change-out route to qualifying occupied dwellings; stacked units and apartments do not qualify. It identifies the licensed mechanical contractor as responsible for an HVAC replacement. Start by confirming the property's permitting jurisdiction rather than relying on an Austin mailing address. A contractor should explain which route fits your particular building and work.
Build a replacement handoff sheet
Write the address and unit number at the top. Below that, make three boxes: equipment removed, equipment installed, and equipment retained. Put the proposed indoor and outdoor model numbers in the second box. In the third, name any furnace, ducts or controls that remain. Describe a room that still needs attention so the installer knows whether the job is equipment replacement alone or also a comfort investigation.
Connect the permit to the full scope
Add a responsibility row for the application, any related electrical work, inspection scheduling and final documentation. Ask the bidder to identify the permit record that will cover each item. If the proposed work changes after the initial visit, request an updated scope and confirmation that the permit route still fits. Do not treat a generic line saying permits included as an explanation of which work is covered.
Keep a usable completion record
Before accepting the proposal, agree on the documents you will receive: the final equipment list, warranty information, startup records and permit or inspection status. Make a short list of unresolved items with a named person responsible for each. The HVAC calculator can organize a national budget reference, but it does not determine Austin permit eligibility or price the administrative work on your property. Carry the completed handoff sheet into your next contractor conversation.
