Local considerations
In San Diego, keep the dwelling category and historic-status answer with the contractor’s proposed permit route. Review connected work item by item so an equipment replacement description does not conceal unresolved responsibilities.
The homeowner worksheet connects equipment selection with adjacent work and completion evidence. That makes a Simple Permit assumption reviewable without suggesting that the homeowner should perform or certify regulated work.
Explore the national planning guideCheck the scope behind the permit name
San Diego lists several HVAC replacements, including mini-split systems, among Simple MEP projects for single-family homes and duplexes. Its Simple Permit guidance excludes designated historic properties and historic districts from that route. Confirm the building category, property status and jurisdiction with the project professional; a San Diego mailing address does not establish city authority.
Draw the existing and proposed system
Use two columns headed now and after installation. Identify which rooms are served, the indoor and outdoor equipment, the controls and anything that remains. If you do not know a technical name, use a location and a photograph. Ask the bidder to turn that description into a complete equipment schedule and to mark work that was not included in the initial visit.
Assign the connected work
Create rows for equipment installation, electrical supply, any work on walls or finishes, permit handling and inspections. For each row, record the responsible company, whether the cost is included, and what must be confirmed. Ask the contractor how additional work discovered during installation will affect the application and schedule. A one-line permit allowance should not replace an explanation of what the contractor has included.
Make completion observable
Before selecting a bid, agree on a completion packet containing the installed model numbers, startup documentation, warranty information and the relevant permit or inspection records. Leave space for open items and the person responsible for resolving them. Use the national HVAC calculator to organize a planning range, then replace assumptions with the written project quotes. The calculator does not verify eligibility for San Diego's Simple Permit route, inspect electrical capacity or promise local installation pricing. Its useful next step is a clearer conversation about the whole project.
